The authors explain why, but note that the reasons young people looked to Salafism for revolutionary purity and inspiration remain. Building Pluralistic and Inclusive States Post-Arab Spring
In February 2018, the Baker Institute, the American University of Beirut’s Issam Fares Institute for Public Policy, and the Carnegie Corporation of New York held a two-day conference in Beirut to examine critical challenges and effective policy options for fostering more inclusive and pluralistic systems in the MENA. Leading experts discussed issues such as post-conflict reconstruction and the economic, political, and socio-religious dimensions of pluralism and inclusion in the MENA. This report summarizes some of the participants' discussions and proposals.

Economic Inclusion in Gulf Cooperation Council (GCC) States: Findings From an Expert Survey
This report highlights the results from an expert survey carried out as part of a two-year research project on pluralism and inclusion in the post-Arab Spring regional landscape, funded by the Carnegie Corporation of New York. The survey generated policy-relevant responses that provide nuanced insight into key public policy challenges in Gulf countries that — Bahrain apart —did not experience significant political upheaval after 2011 but nevertheless could see economic (un)sustainability develop into major determinants of political (in)stability in the years ahead.
